I have a ip camera with a rtsp stream running in VLC. can i record that stream and store it?

I want to store the footage on my laptop and sync that to google drive for free online storage.

I only want to record/store the parts where there is motion detected to save space.

VLC doesn't have a method of detecting motion to my knowledge, you'll need dedicated software like Blue Iris to handle any motion detection. Does your camera have any built-in motion detection? For my IP cameras I have them handle all of the recording and event detection, they record the video to a network drive which I sync up off-site, then I can view those videos with VLC or using the camera's web GUI. I do use the RTSP streaming to view the cameras in real time in VLC (both the app and the browser plugin), but that's about it.
