My brother has an MSI R9 270X.
When using the R9 200 Series Drivers, it black screens after a short while.
When updating drivers (Error 99 unless i've disabled driver signature enforcement), it blackscreens.
I have tried Drivers from both April 2017, March 2019 and the regular R9 200 series driver. It defaulted to the 2017 driver over the 2019 driver. After which, I used DDU to wipe them. Same issue.
Using Microsoft Basic Display Adaptor allows for the PC to run outside of Safe mode, but it is still a horrible experience.

I have reinstalled windows (Using Toshiba TransMemory 16gb USB 3.0 and the newest windows media creation tool), and tried more up to date drivers. Not sure what to do now, seems like a hardware issue over software.

TL;DR
R9 270X having trouble with all drivers, only works with Microsoft driver.
Where do I go from here?

Not surprising. I think it was 2nd hand. Don't think any amount of warranty can help.

Wouldn't surprise me. Don't think Warranty can help, was a 2nd hand card anyway from a Tech Shop i think.

If it is busted, guess my keyboard will have to wait.

Sound like some drivers might corrupt ur card or ur card is broken, consider buying A new gpu. Some People have reported, that buying A new psu fixed their error 99.  

I Use my knowledge as business owner and self taught technician aswell as an AI to help people. AI might be controversial but it actually works pretty well 90% of the time.

For the Power Supply: It was a cheap prebuilt for low tier gaming, which is all that was needed to play Minecraft well, which was the only game really played at the time of purchase.
For the Graphics Card: From when the PC was taken to a shop to be troubleshooted. CPU cooler wasn't on properly and also bought a graphics card to be installed.
