new Pc wont boot up

i just built my first pc and it kept starting and stopping after i removed one piece of ram it runs but it doesnt boot up,my mobo is an asrock b450m pro and i have 2x4gb ddr4 2400mhz vengeance rams.which order should i put them in?

Near cpu slot ,empty ,ram, empty in that order. But it should've run if you put in the wrong place, see if it works with just one RAM

i tried that but keeps opening up and shutting down again and again

Do you stop the pc from reseting or it stop by itself? If any part is added or changed the PC will reset sometimes to identify what are the new places and components.

It stops by itself,altough that i think one of the rams are not working since when i pulled ram 1 out and ram 2 was still in,it worked and didnt stop but it didnt boot either.
