I also remember messing around with these Texture Filtering settings in the NVidia control panel. It's very possible that they have something to do with this issue but it's gonna take some time to figure that out. I'm gonna keep changing them one by one and see if it changes anything. I just changed Negative LOD bias to Allow instead of Clamp. I've always had it on Clamp but I wanna see the difference.

Welcome. I just tried the NVidia control panel settings and they didn't do much for that line issue in the front of the car. I want to say they help with performance though, but not by a lot. I just set them to favor performance on all 4 settings, which is On, Allow, High performance and On. I have a feeling it might affect other games but I'm leaving it as is for now.

 

Apparently, the line in front of you driving or while walking is a global issue and just isn't going to go away. Most people probably just ignore it. I've gotten so used to it, I seriously don't notice it at all while I'm playing missions and grinding and what not. It's more noticeable in lower resolutions such as 1080p/900p.

 

Glad to see you are getting great fps. Just remember that the higher certain settings are, the more your fps is going to dip, especially in the city. Here's a look at what setting Shadow and Shader Quality to max is gonna do to your fps(minimum, your specs aren't these)...

The difference between Very High Shadow Quality vs High Shadow Quality is around at least 9 fps. The difference between High Shadow Quality vs Normal Shadow Quality is around at least 3 fps, which is one reason why I set my Shadow Quality to High. Another reason I don't set it to Normal is because of how Normal looks...

 

Open all 3 of these and just click on them back and forth to easily spot the difference...

 

Normal Shadow Quality

Very High Shadow Quality

 

The obvious choice is High. It's a lock for me because you gain around at least 9 fps and it looks really good in my opinion. Now onto Shader Quality...

The difference between Very High Shader Quality vs High Shader Quality is not much, around at least 2 fps. The difference between High Shader Quality vs Normal Shader Quality is around at least 6 fps. The difference between Very High Shader Quality vs Normal Shader Quality is around at least 8 fps. That's one reason why I set it to Normal. Another reason I set it to Normal is because of how it affects different things...

I don't have a picture of terrain on Normal but it's basically flat, which makes driving much easier. I do like the look of terrain on Very High though but that's just one reason to set it to Very High. I have more reasons to set it to Normal so I keep it at Normal. The lighting aspect of Shader Quality is not anything special in my opinion and the blur aspect I rarely notice. I have noticed it though, sometimes it looks like a shimmering/blur affect on half the screen. But it's rare and even if you tried your best to just make the shimmering/blur affect happen, you'll be trying for a long time, it's that rare.

 

Imagine what Shadow and Shader Quality(among all the other graphic settings) do on a 900p monitor though. The fps is most likely taking a bigger hit on each and every graphic setting and even as important, the visual fidelity is taking a big hit as well. It's a trade off on a 900p monitor like yours. On a 1440p monitor, visually, there just isn't much of a difference between settings but fps wise, there certainly is. This is why playing on 1440p and 4k monitors, we're able to lower our settings further than we could if we were on a 900p monitor. That's why you see most of those settings lower than you'd want them to be like TXAA completely OFF and MSAA at just 2x. Even when I bump it to 4x, no difference visually but dropping around at least 4 fps. And if I bump it up to MSAA 8x, around at least 12 fps difference between 2x and 8x. Not worth it when it looks exactly the same in 1440p.
