Event stutter in games.

Hello, hope you are having a good day. I've built a gaming PC recently which you can see it's specs here. but I've been encountering stutter issues in several games which only occurs when an event happens like getting hit by a monster etc, it doesn't happen every time an event happens but happens just enough for you to notice and get frustrated, it happens for example in Monster Hunter World, Witcher 2 just to name a few. I got my CPU overclocked to 4.9 and here is my GPU overclock. I'm running Windows 10. thanks.
