Well my pc it ok at the moment it has a 7700k at stock, my water cooler broke, and it’s getting old I want a new pc as well I plan on making this new pc my main build for making YouTube videos, I need faster playback in premiere and faster export time would be nice.

Have you set up a proxy for your editing? This will help speed up your playback time. As for exporting, you're going to want all the processing power you can get, so I'd wait for this years' new tech to come out and then upgrade if I were in your shoes.
