Excuse my dum but is DDR4 3000 cas 15 or DDR4 3200 cas 16 better? Same price

Both are good and you wont notice any difference between them in real world and it may be 1-2 fps difference at most.

But it is better,to start,with lower latency then work up th efrequency from there?

Generally yes, but with Ryzen its finicky with Frequency more so than latency. So its really a coin flip on which in this case.

i'd do either and clock them to something cl16 manually

 

i've seen some problems with zen and odd numbers in latency

15 works for me with 3466mhz frequency (I think) . But I've seen issues as well..

Many folks will find that they have to change the cas latency on a 3000MHz kit from 15 to 16 if the system doesn't automatically do it on its own.  Ryzen doesn't like odd cas latency in many instances and kits of 3000MHz RAM made for Ryzen are CL16 because of this.  So I'd say go for the 3200CL16 kit.

CL14 3000MHz and CL16 3200mhz are basically equal with CL16 3200Mhz doing a 1-3% better in games.

 

So with CL15 3000mhz, it'll be even great difference so CL16 3200MHz is a no brainier.
