CPU won't go above Base Clock

Whenever I run renders or about anything, my Ryzen 7 2700 never goes above it's base of about 3.2 ghz. In R20 it still stayed at 3.3ish. Is this a BIOS problem or?

I'm using the stock Wraith Spire LED and I messed up the thermal paste. I intend on water cooling in the future (a few years)
