Define "not extremely expensive"... 

If it fits your budget, Netgear's Arlo system can run off of batteries and solar panels, but tends to be expensive and is limited to 6 cameras per system on the free software and motion activated recording only.

A Raspberry Pi system with a USB power bank and soloar panel charging the battery could also work as a DIY solution.

So there's always the Nest system if you're looking for something simple.

raspberry Pi's are a very DIY solution, but the cameras are similar quality as long as you get a Pi 3+ for higher quality encoding.

<150? no you wont, at least not cheaply made. Your looking to spend $250/300USD just to start for something like that.
