What you could do is unplug all your fans and boot up with only the cpu cooler and then plug in the fans one by one to figure out if and which of the fans make the noise.

I mean my PC always has a game running when it's on, so it's never really idle

Anyway, that would actually make a lot if sense because if I lift the from if my PC off the ground the buzzing stops. Would a solution be just make sure the HDD is secured properly?

There are rubber o-rings you can use to reduce vibrations. There are also actual kits, and they do work. But require you to have 5.25" mount also. Then, if its not HDD directly, but vibrations are causing another part of case to rattle, like removable dust filter, you need to check if you could remove that filter or secure it better. The dust filter is actually issue I have. HDD vibrates and makes it to rattle, so its currently just laying under the case. Means more dust, but less noise.
