Please help with terrible stuttering

Hello I really need help with my stuttering problem, I can run almost any game at ultra at above 60fps but I get terrible stuttering. My specs are GTX 1070 and i3-7100, I know it’s a bad cpu but cpu usage is at around 70% while playing which I don’t think is terrible? I can’t even play Minecraft without stuttering. I would appreciate the help
