I need a PC which will cost roughly around 1500 dollars. It will be used for gaming and I haven't got a clue what Motherboards etc , so I need everything but the peripherals. I have a BenQ Zowie 24 inch FHD 1080p Console e-Sports Monitor (RL2455S). I would like a pc that could run ark, csgo, pubg etc. It would be greatly appreciated if you could comment a build for me to use. Do I not need a operating system or software?

Sure, the 2060 is a better value, but the 2070 still performs 10% better and fits in the budget. Might as well get the best you can within budget. And the 9400F beats all of the current Ryzen chips in gaming loads. I used the Z390 UD board to keep an upgrade path to the 9700K/9900K, both of which should provide excellent gaming performance for years (as will the 9400F honestly).

it barely can, so i would rather either step up to a better board, or go ryzen

It does so comfortably. See here:

 

 

He even OCed it to 5.0GHz and it passed his testing (it never thermal throttled and maintained the 5.0GHz clock) , albeit Barely. That's why I say it's not advisable to OC. But stock? 100%.

Not really. A 9900k at stock for gaming still provides a 4.7GHz all core speed which would still be very good. But again, it was shown to hold a 5.0GHz clock, but I personally would not be comfortable with the higher VRM temps. I'm not sure what it would mean for the longevity of the board.

That's really your choice to make. All I can do is show you some data points. The 9400F beats the 1600 handily in gaming loads (and it even beats an overclocked 2600) as you can see here:

 

 

The RTX 2070 beats the Vega 56 in most games as seen here where it wins handily in 6 out of 8 games:

 

 

And it does so while drawing quite a bit less power:

Based on the data, the 9400F and the 2070 will be the better experience.

 

Both builds would have equally good "durability."

This video details how to create the USB, but if you just buy it outright, you'd skip all of that and go to the part where he boots from the USB stick (and to do that hit the button specific to your motherboard. For most it's F12, so just spam that until you get a boot menu).
