pc specs: 

ryzen 7 1700 (OC to 3.4ghz right now) 
stock wraith spire cooler
asus rog strix rx 470 OC 4GB

2x8 gskillz ripjaw V series

EVGA 500W PSU
ASUS Prime B350-E
1TB western HHD
250gb samsung 970 EVO SSD

My goal for my build is to be able to stream fps games such as PUBG, Apex Legends on all low settings and open world games such as witcher 3 on high settings on twitch @720p60fps, I also want to aim for about 144fps since I have a 144hz monitor.

 

I thought upgrading my gpu to rtx 2060 would help fix but I was talking to a few people and they said I need to upgrade my cpu. Not sure which one to upgrade to get 144fps while streaming apex at 720p60fps.

Your cpu would work perfectly fine with the 2060.

 

1660ti may be a better choice though.

 

Focus on your GPU, then with the new Ryzen processors coming out soon check and see if you want to upgrade that at the same time.

Do you think upgrading my gpu would help increase the fps while streaming at 720p60fps? Also, isnt the rtx 2060 better than the 1660ti?

Significantly, and yes the 2060 is slightly better than the 1660ti. I don't value raytracing that much, so that's just what I would do.

There is absolutely no reason you would need to upgrade your CPU anytime soon. Yes the RTX 2060 is better than the 1660 ti but for that resolution, I would look at benchmarks to see if it is worth it. Also it is up to how much you are willing to spend.

perhaps try to overclock your 1700 to ~3.8-4ghz

kinda like in the video. get a slightly better CPU cooler, (Cryorig M9a/Plus, Deepcool Gammax 400, Scythe Mugen 5, Noctua U12S, be quiet pure rock 2, etc.)

and some heatsinks for the power delivery

You should still be at like 90+fps while streaming in any event. Or use NVENC in OBS to stream with your GPU instead of your CPU.

But getting very high fps while streaming is asking a bit much of any PC that has 8 cores.

Also you should be able to go to at least 3800mhz @  1.35V

i mean I streamed at 1080p with a 4790k and a 1070 for like 8 months, you really don't need top tier h/w to stream any games. The RX 470 is old garbage at this point, get a 580 or better. Something at least the power of a 1070, even.

Sorry about my spelling sometimes. My $1200 laptop has a $2 keyboard.

yea my gpu is really old lol im thinking about the rtx 2060 which is very close to the same as 1070ti
