so i just got a Gigabyte NVIDIA GeForce RTX 2080 Ti 11GB GAMING OC, i been testing it on a few games and i am geting extremely low gpu usage. on gta 5 its even as low as 0.5% usage, not only this but its also much lower fps then benchmarks show with my cpu + gpu. i have tried to disable DSR this however didn't do anything for me, i have seen somewhere that its best to enable DSR to skew the load to the gpu but again this has done nothing at all. 

Not all games use very low usage (sub 1%)
-League of legends on max at 1080p uses between 18%-35% (cpu at like 30%)
- Gta V max uses less then 1% (90ish fps)
- witcher 3 uses less than 1% performs better than my 1070 getting about 100-130 fps on 1080p max
- Rainbow 6 uses 99% gpu and about 60% cpu (100fps)

- heavan bench mark uses gpu normally 

Specs:
Gigabyte GA-X150-PLUS WS
i7 7700k (not oc yet)
Gigabyte NVIDIA GeForce RTX 2080 Ti 11GB GAMING OC (in OC mode)
Corsair RM650x
Corsair Vengeance LPX 16 GB @2100 (i blue screen higher than that) will likely upgrade this in a few days to Corsair Vengeance RGB PRO 16 GB

Not even my i7 8700k stock could run my 2080 ti full out. 

My i7 8060k can and my Son's i9 9900k can as well.

 

Take Heaven off full screen and run any utility that shows you how much of the power limit you are using. Your power limit will be between 124 and 130%. If you can't reach the power limit of the card your CPU is not delivering. 

 

My EVGA FTW Ultra is set to run at 124% power limit and here is Heaven at your settings on my rig.
