Ram O/C problem

Hello sirs , I currently have an issue with my ram speeds. My system specs are these : Ryzen 5 1600 , 16Gb G.skill Ripjaws V @ 3200Mhz (advertised) , paired to the MSI b350 PC Mate , although the pc works fine and have no issues whatsoever , I notice that my ram speeds are @ 2.1Ghz  which does not make much sense to me since I used xmp profiles and at the begining seemed that it actually upped the speed. Whatever XMP Profile I use or memory Try IT (might choosen the wrong one) speeds are still @ 2133Mhz . To check the speed , I use cmd on windows 10 with the command  (wmic memorychip get speed). Does anyone here have a clue on how to actually achieve 3200Mhz with this setup , any solutions. 

 

P.S For the Memory Try it I used 14-14-14-38 (havent tried others).

Also check with CPU-Z what the speeds are...

Depending on the xmp either 2.6Ghz or 2.9Ghz , At the moment CPU Z says 1066 Mhz which I dont know what that translates to, (Dram Freq / NB Freq)

Reset everything in bios.

enable XMP, check from there!

If it doesnt work put manually the settings, 3200mhz, 1.35v, 16-18-18-38-2

This should work i guess
