Low CPU And GPU Usage

The problem with my pc is the low fps in games despite the farely powerful hardware.I am running ryzen 1800x 4ghz with 1080ti and 24GB ddr4 2133mhz ram,1440p,144hz multimonitor setup.In all of the games i play vsync is off.It is interesting that, The Witcher 3 and a few similar titles i do not have this problem.I'll upload some screenshots below, so you can see what I am talking about.

The low CPU usage is explained by the fact Fortnite isn't a well multithreaded game. It appears to clump threads to two cores. With that, it's possible you're running into a CPU bottleneck in that the single core performance can't feed the GPU fast enough.

 

The lower RAM speed may also have something to do with it, considering AMD appears to recommended using DDR4-2667 for the Ryzen 7 1800X (https://www.amd.com/en/products/cpu/amd-ryzen-7-1800x)

As you can see none of the cores hits 100%,so it might be the ram.
