What do you mean by "turned on"?  This video guide explains how to clone your drive with Acronis True Image

I wanted to ask if it is possible to move your Windows 7 to a new drive and boot from the new one without a new installation. Does that even work? And how?

Yeah, it's possible, you just need to clone your drive with Windows 7 on. I use Acronis True Image, the free version is enough, and there are many info on how to use it.
