Gaming Cafe Rig Requirements

Hey guys, I'm looking to start a Gaming Cafe in Tamil Nadu, India.

 

What would be a good spec configuration for about 15-20 PCs that I wanna have there (including peripherals if possible). I'm willing to spend around 50,000 Indian Rupees per PC however this number is quite flexible so feel free to play around with it.  Suggestions for other aspects of a cafe are also welcome.
