CPU Usage/Upgrading

So i've had my I7 6700K for a few years now, i upgraded my computer a month or so ago and have 2 SLI 2080 Aorus WB cards, playing some games my CPU usage hits 100% and i get frame studdering even at high fps, I play on a 2k monitor, No matter if i lower/raise graphics quality i still get the same fps +/- a few. So it's seeming like i have a cpu bottleneck, It's been more prominent as time goes on. It works great some times and shitty some other times. So would others agree it would be CPU? If you agree i was looking for a few good CPUs that would work good with my setup to invest in as well. Thanks guys

8700k/9700k will be my recommendation so far, tho it will be helpful if you actually mention games you're playing.
