RTX 2070 low performance

hi everyone
I have problem in my PC i just bought a Rtx 2070 but it's not working properly.
the problem is i've tried it in several games but with such a low FPS.
Destiny 2 on low settings : 60-80 FPS
Overwatch on very low settings : 120-150 FPS
apex legends on low settings : 120-140 FPS
what i've tried so far:
restore my PC.
remove the driver with ddu.
changing my nvidia control panel settings.

clean windows installation.

and i ordered a replacement of my RTX 2070 

also.
whenever i test my PC on a benchmark app it gives me a good result and it uses 90-100% GPU load.

but what i noticed so far is that it's just using only 50-60% of my GPU load i don't know why.
