I'm going to have this build on my desk to my right so I want it to be pretty silent. What should I do to make this silent (fans or whatever)? Budget for whole build without peripherals is $1700 USD. Please no LED fans, and no noctuas because I'm also going for aesthetics.

Well you could get a H110i and run the fans at a super low RPM...

an R4 will also dampen the sound with 'dat foam.

Closed loops have sometimes annoyning pump noises... So depends on how silent it needs to be.

More often than not I've found it from my own experiences with them. I can really only recommend a good air cooler if you want to go silent.
