Specs: I7 9700k, 32GB of CAS 16 3200Mhz TridentZ RGB DDDR4, ROG Strix Advance RTX 2080, Asus Strix Z390-E, Samsung 970 EVO 512 MB, 870 EVO 1TB, NZXT Kraken x62 AIO, and finally an EVGA 750 Watt Gold rated PSU.

First, it began with ExpressVPN crashing. Whatever I tried, I couldn't get it to work. All the installers broke and I couldn't do anything so I resorted to using the Web extension. Then, Photoshop broke and will no longer open a project. Just today I tested and Premiere Pro doesn't work either. Any app installers immediately crash. OBS doesn't work either and Origin (EA Launcher) now cannot work. I tried with XMP on, no XMP, reset to optimized defaults, etc. I would not be surprised if a lot of other apps are broken aswell. Whoop-de-fuckin-do.

Weirdly enough I can still play my Battle.net and Steam games, except with one problem. ALL MY STEAM GAMES STUTTER. CS:GO, Garry's Mod, etc.

As of now I've tested each stick of RAM by itself, and no results. It's clearly not the temperature as my PC is very cool + AC is on.

Something is seriously screwed up in my PC and I have no lead. I don't what to do and I have to resort to the internet's help. Anyone got any ideas?

ExpressVPN/OBS/Origin: Launches then within a few seconds slows down my whole computer then crashes.
Adobe apps: Launches into the project menu perfectly but the second you go into the actual app it freezes then pulls up a crash report.

The common facter here is that when they crash my PC goes from 165 FPS to below 60 (I can tell because my monitor has the ability to see how many frames are being pushed).

No, but because they crash it is practically impossible. As far as I'm aware, this is not the apps problem and more of my PC's problem.

And as of reinstalling it... well let's just say the same thing applies.

What's even MORE weird is that using the ExpressVPN web browser extension which REQUIRES the Windows app works perfectly.

I would try something like

sfc /scannow

and

chkdsk /f C:

to see if there are any underlying issues with Windows.

 

I suspect that something critical to Windows has been corrupted. I hate recommending it right away, but back everything up and reinstall Windows and see if it happens again.

This person has more experience than me so I'd prob follow his instruction lol.

Ok so I ran it and I'm experiencing problems. I think it's time for a windows reinstall.

Now the big issue is I live in Venezuela. My internet is GARBAGE. LITERAL TRASH. So no way in hell am I reinstalling my games. Luckily all of my games are on a separate SSD, so Windows isn't installed with it.

Now I know that Windows has a reset button that keeps all your personal files. But I don't know if windows is the only problem. So I'm wondering, would I be better off disconnecting my second ssd (Which I have all my games and video content for my youtube channel) or using the windows function?
