9400f will serve you better right now, though AM4 will have longer socket support if that interests you.

I have enough budget for both of these sets and my gpu is gtx 1060 6gb, 1080p 72hz monitor only gaming

1. R5 1600x, B450 Aorus Elite, 16gb 3000 mhz

1. i5 9400f, Z370 Killer SLI/Pro4, 16gb 3000 mhz

You would be better off with an rx 580, as it matches and sometimes beats the 1060 in most tests. However, if you'd rather stick with an nvidia card, that's up to you.

Current PC (Second Build) : CPU: Ryzen 5 1600 (OC @3.8GHz, sometimes pushed to 4GHz) RAM: 16gb Corsair Vengeance RGB Pro DDR4-2666 (OC @2733Mhz, sometimes pushed to 2800 for testing purposes)   GPU: PowerColor Radeon RX570 8gb MOBO: ASRock B450m Pro4 SSD: Inland 120gb HDD: 1tb Seagate Barracuda PSU: Cooler Master Masterwatt 500w Lite Case: NZXT H500 OS: Arch Linux+ KDE Plasma [Desktop Environment] & Windows 10 Pro [Broken due to grub 50% of the time]

Accessories: Mouse: Alienware AW958 Elite Keyboard: Corsair K63 Wireless  Headphones: Samsung Level On Pro

Phone (waiting on arrival): Samsung Galaxy Note 9

I'd go with 1600x because it has 12 threads, whereas the 9400f has 6 threads and no hyperthreading. The 1600x may lack the single core performance of the 9400f but that doesn't mean it's bad in gaming. Those extra 6 threads will allow it to last longer and it's going to be a better overall experience as time goes on. 6 threads could cause problems for framerate consistency in the future as games get used to more cores and threads (That's the way it's going considering Zen2 will likely have 16 core variants)

Because of the extra 6 threads, it also means that the 1600x is strong in other stuff, such as streaming, heavy multitasking, rendering etc. It's a more versatile package than the 9400f.

And yes, it makes no sense to buy an rx 580 when you already have a 1060 6gb, they perform pretty much the same.

There is no guarantee of that and Intel may not follow their usual trend of requiring a new motherboard every third generation.  Both AMD and Intel will more than likely be on new platforms in 2021 so upgrading to a new CPU in 2021 will involve buying a new motherboard anyway.  Anyone who upgrades their CPU in three years didn't buy a powerful enough CPU and they wasted their money.
