I am buying 16 gb ram and i see this on them : Cl 16 .. and other numbers should i get a cheaper 16 gb 3000mhz with less those numbers or more expensive ones with bigger numbers? I am not from america sorry for mistakes thanks:}

Generally you want MHZ up to about 3200 and the lowest CL, or CAS Latency as you can get, Most kits will be CL16 but you can get CL15s & 14 at a higher/premium cost with no real world benefit beyond very niche markets and needs.
