The motherboard supports dual channel, but yes expect a large bottleneck with that i3.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

I currently own a intel I3-7100.I am planning to buy a GTX1660 Ti. My motherboard is a gigabyte H110M-S2. Will there be any bottlenecks. Does my motherboard support dual channel?Because I want to get two 4 gb sticks. If it supports what is it's max frequency?.

Yes the motherboard is dual channel.  Also 8GB of ram is not going to cut it especially if you have Windows 10 …… Once a game runs out of VRAM then it will use your RAM as memory for the card which is much much slower then VRAM.  The 1660 Ti is a great card for you, but your CPU will be holding you back and causes a bottleneck.  You will get much higher frame rates with a more powerful CPU and recent.  i3 7100 is not going to cut it.  Def don't buy a video card as it will perform like sh*T with the CPU you have.  Just wait a bit for Zen 2 then everything will be clear as to how or what you should upgrade.  We will also take note of nVidia prices as well.  Well get you going,, need some thing let me know

It does much better than you think. A good OC and you'll be set for a while. Besides, nowadays a 16GB kit is like $80-$100US

Not sure about you but I think my 7 year old CPU still rips

Will the upgrade just drastically reduce my current performance because i plan to upgrade both , just not at the same time. So will the upgrade just reduce the current fps i get or just that the gpu will remain unused ?

The performance won't necessarily decrease, what GPU do you currently use?

Also, be sure to quote people so they see your responses.

I live in India. And I can spend around 30000 Rupees.a 1660ti comes around 25000. And I am very tight on budget. I can't but cpu and gpu together.

I would buy the CPU first.  Then the 1660Ti will thank you plenty and give you more frames per second.  if you get a video card first it will play like sh*T thanks to the bottleneck the CPU causes.. So better eliminate the CPU out of equation.  So get CPU first,  Then I bet you anything you will truly enjoy your 1660Ti.  But if you get card first you wont enjoy it at all and it will move in slow motion thanks to the CPU bottleneck.  kapish, hehe  :)

The 1660Ti will give you no problem.  So in all honesty all you need is a new CPU and that 1660Ti will thank you soo much and give you high frames per second and what not.

mate you're on a bad place, the 7100 is going to bottleneck the 1660 Ti... upgrade only the CPU you should probably go with something like the i7 6700 but even then it's expensive to the point you might to ditch the motherboard too and save up for either a ryzen 5 2600 or an i5 9400

I would recommend a cheap Ryzen processor, and a GTX 1660 or perhaps even RX 580 if your performance target is only 1080p 60fps. Granted, a CPU and motherboard upgrade may not be a bad idea in the near future instead.
