Scam?

Very little feedback (4) only as a buyer none as a seller. Usually I feel if it seems too good to be true, it is.  But this one doesn't seem fake.

No this is not a fake card but it's most likely broken hence the low price.

Not likely.  It was likely a mining card but it says its working so even if it comes and does not work you can file a came and get your money back.

BTW the 4 feedback were all from him being the buyer. IDK why eBay has that but it does. 

As for the card, the picture looks super clean for some reason. Maybe it was just open box but then the price wouldn't be so low. @ELSknutson is probably right that it's a mining card though

Plenty of mining cards on Ebay. They are not this cheap. Also it's the same photo as this listing:
