50% GPU Usage - Low FPS

Heyo!

I am not too sure when this problem started occuring (maybe around December 2018?) but my computer while gaming has been running very poorly. I get around 100 FPS or below while in team fights on Overwatch and on Fortnite I get around 100 FPS, too. Prior to when this problem started occuring I had fine FPS, hitting my desired 144FPS with no questions asked. It seems to be whenever I encounter a situation where there is a lot more to render, the GPU usages actually goes DOWN rather than UP causing my FPS to drop even FURTHER.

Example: Dropping out of the battle bus on Fortnite - https://gyazo.com/aacf9d10ac3ece9f1491902fdc9b966d

I have reinstalled drivers(using DDU), reinstalled games, tested on multiple games with MSI Afterburner and even went to the extent of reinstalling my Windows OS.

If somebody could point me in the right direction of were to go next and how to fix this frustrating issue, that would be super appriciated. Thanks heaps!

Specs -

Motherboard: MSI Z97-G45

GPU: MSI GTX 1070 X

CPU: Intel Core i7-4790 CPU @ 3.60GHz

Memory: 16GB

PSU: 1000W

Monitors: ASUS VG248QE X2

Let me know of anything you would like me to send to further investigate and understand the problem, I'll be more than happy to provide anything that will help fix it.

First glance,...considering the reinstall and all that,...try Re-Seating RAM (Re-inserting it again after removal)??????

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Try unparking your CPU cores.

Ensure that all 16gb of you RAM is being detected. Select the Memory tab on CPU-Z and make sure your memory channel is dual, not single.

As for CPU usage, 75% seems a tad high. Although you aren't pegged at 100% usage, the game may be using all that it is able to use on the CPU. In your graphics settings, bring down filtering options such as Anisotropic Filtering and anti-aliasing. You may also try running as few applications as possible.

I normally only run Discord and game itself at once.

Certainly is looking better. How about that CPU clockspeed? I see you listed it as 3.6ghz but the i7 4790 is supposed to turbo up to 4ghz. Ensure that turbo boost is enabled in your BIOS.
