PCIe 16x riser issues

Greetings fellow geeks,

 

So I have an issue I have not been able to figure out with my PCIe extender setup.

I am currently building a PC in a custom encloser which requires the use of a PCIe x16 extender to connect the GPU.

 

When i plug the PCIe extender in the x16 /x16 PCIe slot, the graphics is not detected and I get no image.

When it is plugged in the PCIe x16 / x4 slot the riser works and the graphics card functions.

 

Also when the GPU is connected directly in to the x16 / x16 slot the GPU works fine,

 

I have tested the PCIe riser on an older motherboard on the PCIe x16 /x16 slot which also works. (I don't know what version of PCIe this is)

 

The full setup of this pc;

 

Gigabyte Gaming X Z390 motherboard

Intel i5 9600k

Ballistix Sport LT DDR4 3000mhz (2x 8GB)

GTX 1070 Armor

Corsair Premium PCIe 3.0 x16 extension cable 300mm

 

I  game on 1080P on a monitor that supports up to 60FPS.

 

* What i am trying to figure out, Is there something wrong with the Riser cable?

* Is there perhaps a setting i have to adjust in the BIOS to make this riser work.

* Will the loss in bandwith be noticible with this setup? Or will I be fine playing on the PCIe x16/ x4 slot.
