low cpu ultilization?

is this a bottleneck?, so i have i9 9900k and the evga ftw3 ultra rtx 2080 ti. and im playing on asus pg348q 34 inch monitor somi play at 3440x1440 with g sync on and 100hz. so i cap my fps at 97. i noticed that my cpu ultilization is really low like sometimes 19% or 30% while my gpu is like 70% to 80% or more depends on game. is this normal for cpy ultilization to be really low?

If you uncap your framerate,.. your GPU is likely going to sit at 99% and all is well.... why not try this in your games and fine out if you do bottleneck without an FPS cap?

Your actually creating a bottleneck in a sense with the cap,.. (Stopping it from driving further upwards in usage)

So.,.. seems normal to me without more info.

All Games differ in threaded abilities,... best to check uncapped.

Seems about right for 8c/16t monster under capped FPS.
