This could be a simple fix, and considering that you haven't had your laptop for that long I think maybe one of your DIMMs (memory stick) has come loose in transit.  Unscrew the little on the bottom of your laptop and check that all the RAM is installed correctly.

 

Pertaining to your GPU issue:

I did a quick google and found that the Radeon 530 and the R9 M460 are essentially the same GPU, with the R9 M460 edging out with a slightly higher clockspeed, texture fill rate and floating point performance.

 

Here's a screenshot of what I mean.  In the middle column is the specs for the R9 M460 and in the rightmost column is the specs for the Radeon 530.

EDIT: Also download CrystalDiskMark and investigate your HDD issue there.  I've known Windows to incorrectly report hardware statistics before.
