Okay, so lemme give you how you figure out where the loss is coming from?

 

First download PingPlotter, and for example I am taking Google, enter it and you will see different IPs pinging to Google.

 

Now,

If the packet loss is coming at first or second IP, that means your router is not capable of handling packets or faulty or may be you should change the wire going from router to your ISP's box, or try changing your modem, it could be anything like router, modem, ethernet cable.

 

If,

the packet loss is coming in 3rd IP, that means your ISP is faulty, request them to fix it, you will have to do so much to fix that (Local ISP I mean)

 

and finally if,

the packet loss is coming from anything beyond 4th you cannot do anything, it is on a higher level, you can mail them about the issue but in most cases they will try to sort out that thing soon.
