Mouse tied lag

So recently i have been getting huge fps drops in games sometimes a 100+ drop when i move the mouse cursor i dont know at all why its happening . So far i have tested every component of my system in a different machine. I have reinstalled windows multiple times on the seperate hardrives  latest windows drivers installed.  I have removed my wifi card even used a different mouse I have update my mobo to the newest bios version latest gpu drivers any help will be greatly appreciated.  

 

Cpu- 8086k

gpu - evga 1080ti

mobo- asus prime 370-a

m.2 samsung evo 970 500gb

ssd sankdisk 240gb

Sorry if i seem dense at all is it the last big Windows update you mean?

Sorry, I would link you to how to fix it but I can't find any topics or videos on it.

Thats ok mate, I was thinking of perhaps updating it with the windows insider program thing perhaps that could work not sure though.

It didnt work still not sure at all what i can do now to remedy this.
