What is the PERIF PSU Cable for?

I read my psu manual and it said the perif cable is to power fans and other stuff, If both my fans are already connected to my MoBo do I still need this cable and if so what do I attach it to?

Also, what are the outputs on the GPU for?

Does it look like this?

Older case fans used to come with molex connectors that plugged in to that to get power. Most decent ones these days use the 3pin/4pin that plugs in to the motherboard.
If you don't have any fans or devices that need it, then you don't need to use it. If your PSU is modular then you can leave the cables for it in the PSU box (Don't throw out the box with the cables in it!)

For outputting the display signal. That's how you connect your monitor to your graphics card.

CPU: Intel i7 6700k  | Motherboard: Gigabyte Z170x Gaming 5 | RAM: 2x16GB 3000MHz Corsair Vengeance LPX | GPU: Gigabyte Aorus GTX 1080ti | PSU: Corsair RM750x (2018) | Case: BeQuiet SilentBase 800 | Cooler: Arctic Freezer 34 eSports | SSD: Samsung 970 Evo 500GB + Samsung 840 500GB + Crucial MX500 2TB | Monitor: Acer Predator XB271HU + Samsung BX2450

Yep it's a molex and all my fans come with 4 pins headers thank U.

So I literally just plug an hdmi from that to my monitor..

Yes. One end of the HDMI cable goes in to the back of the graphics card, other end of the cable goes in to the back of the monitor.
