Bluetooth dongle stopped working

So about a week ago i bought this little bluetooth dongle and it worked. (i couldn't connect my PS4 controller to it but thats a whole other issue) anyway. so this dongle was working and my Pc was showing the bluetooth setting. but then it stopped working. Ive tried every port, driver updates, etc; but for some reason it's likeits not even plugged in. when i go to device manager, bluetooth doesn't show up so when i hit "show hidden devices" to see the bluetooth settings, ill click on both "generic bluetooth radio" and Microsoft Bluetooth enumerator" (mind you both are greyed out) it says that "

Currently, this hardware device is not connected to the computer. (Code 45)

To fix this problem, reconnect this hardware device to the computer." so like i don't know wtf to do at this point. is the dongle dead?

also when it was working it would light up, but now it doesn't so i'm pretty sure that the dongle is dead which fucking sucks.
