Completely safe I recommended running Prime95 for 3hrs, Aida64 isn't very reliable.

1.3v is nothing for that processor especially with an AIO.  you could safely go up to 1.4 for long periods if needed.   nice OC on a 1700 @ 4.0  congrats.

 

EDIT:  Also ensure your MOBO bios is right up to date there has been many updates to the am4 based mobo imo i have two pcs with r5 1600's

Bios is up to date, I'm pretty happy with my gains. It made a pretty good difference in OBS and in adobe applications I'm fairly happy with Ryzen so far.

I run my 1800x at 4ghz with 1.34v on a 120mm aio cooler and it’s been fine. I’ve gamed on it for over 5 hours at a time with no issues at all. Your perfectly fine with that voltage and temp
