Same issue after GPU RMA...Anyone?

So I have this problem... when I saw it first time I rmaed the gpu and recived a new one...but even with the new one it still there the problem.
System is
Ryzen 1600
Egva 1070 sc
Asus Prime b350 plus
PSU evga 600 w

You need to disable OSD function in EVGA Precision XOC.

The OSD function in EVGA XOC can be really buggy, also give DDU a try and clean install GPU drivers.

Yes, yes you did. But you didn't know better at the time. You've learned something new! I'm pretty sure that bar is used for frame rate measurements.

The overlay position can be adjusted in the X & Y screen space, and it looks like it is improperly adjusted.
