My budget is as low I can get it, I would want to run a game like rocket league at 60 fps (Medium Settings). Around 200-300 maybe.

No point buying new at that budget, take a look at whats in your local classifieds

What does "low competition" mean?  Not sure what you're on about as those are areas where there's plenty of better AMD product for your money.  The Ryzen 2600 can be had in that range when you look at the cheaper AMD mobo vs getting an 8th gen board just to run a low-end Coffee Lake or even a deal on a 1600 or 2200g.

Not to mention that by price the RX 570 is actually much cheaper on PCPartPicker than any of the GTX 1050 Ti and the AMD card blows away this "competition" in every benchmark.  Not even close, the smart money's on AMD for that price bracket.

Would you guys recommend a intel or AMD build

Value, you find cheap parts that are better, and you build, you don't have to pick a side yah know (an AMD CPU/GPU will work with Intel or NVIDIA parts, they're all compatible).  Pick value, then you always win.

An easier way to get a clear answer is to state "I have a cheap deal in my area for this CPU/GPU at this price, is that a good buy?"  Or "I have x dollars budget and want to buy new, what is the best eSports gaming build"

As in, AMD is better. Should have phrased it better.

What would be a low end core i5 processor that would be sufficient for gaming? I'm looking at some on ebay, would that be good enough. Also they would have to fit LGA 1151.

What board do you already have?  Can't help you if we don't know what you already have, or if you are starting from scratch does your previously stated budget of around $300 still apply?  If so that's pretty tight unless you find great Craigslist deals and you'll probably be better off doing something like the LTT video where he puts a video card in a used Dell Prebuilt.

I'm not advising you buy exactly what's in the video, but use it as inspiration to go find a good CPU in a decent-sized prebuilt case as you want the best CPU/platform you can get for cheap online (typically eBay or Newegg even has decent refurbs and the like):
