Heavy stuttering

I have the 2950x a 2080ti strix and 16gb ram installed in the non recommend mobo ram slots because one of the recommended slots doesn’t recognize the ram sticks. When playing pubg every 10-15 seconds I get stuttering ( image freezes and gpu usage drops for a split of a second ).In apex legends I get 40fps drops every 20 seconds or when aiming.( from 145 fps sometimes drops to 75fps and increases again) Also if a YouTube video starts while I’m playing a game fps drop for a second and then increase again. Could this happen because of the ram??? Should I ask for a new mobo. Does anyone else with the same specs get those issues???

You should look in to why the DIMM slot isn't working. I would first try reseating the CPU in the socket. If it doesn't have even mounting pressure across the CPU it can cause issues with certain DIMM slots not recognised. Also check for any bent pins.

What's the RAM? 2x8GB or 4x4GB?
Threadripper isn't really ideal for gaming. You might have better luck enabling the "Gaming Mode" or whatever it's called which locks some of the cores.

Ram is 2x8gb gskill trident z rub 3000mhz cl15. Now cpu z says that ram latency is cl16

this is normal, Ryzen doesnt like odd numbers for its CAS timing once frequency goes into the OC range (past 2933MHz) so it automatically adds 1 to it.

Are you using the latest chipset drivers? people tend to forget about those and then they experience weird problems and performance drops.
