Small game server computer.

So my friend and i are planning to make a computer as a dedicated server hosting computer. I have a budget of around £400-500 (preferably less) and i would like to fit it in anyone of these cases:

I have hosted servers on old computers i had but never needed to build a computer to host a server but i was only hosting cs servers. I also ran a guys server for a few years that he had hosted at his house. it seems game servers don't really need to be all that good at least for cs anyways

What kind of servers are you running? Can they run headless?
