So I recently bought a RTX 2080 ti and i9 9900k overclocked to 5ghz. With that, I have a 165 hz monitor and 1000 watt psu.

While playing taxing games, the framerate is nothing to complain about, however I notice my load % maxes out at 97-98%, never fully reaching 100% ever.

While obviously 2-3% shouldn't be something to complain about, I'm just wondering why it never is at full load even if my framerate is well under 165.

The load can't be perfectly measured so it won't be fully accurate. It's likely being used 100% in whatever way it can. Don't forget, there are shaders, texture mapping units, RTX cores, tensor cores, etc on a GPU now. "100%" can be pretty nebulous.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Primary PC:

i7 8086k - EVGA Z370 Classified K - G.Skill Trident Z RGB - WD SN750 - Jedi Order Titan Xp - Hyper 212 Black (with RGB Riing flair) - EVGA G3 650W - dual booting Windows 11 and Fedora Linux - Black and green theme, Razer brainwashed me.

Draws 400 watts under max load, for reference.

How many watts do I need?

That makes sense, thanks for the response. It just seemed odd to me that in both CAM and MSIAfterburner, it was maxed at 97-98%, but I guess for this card that's normal.
