Bad performance in games/Help with OC

Hello, as the title says i'm thinking that my PC isn't performing as it should be:

I started playing Apex Legends at 1080 a week ago and it bothers me that i can't go higher than lowest setting because my frames drops under 60fps.

 

My specs are:

 

i7 3770k @4.2GHz paired with a ID Cooling Frostflow 240L

Asus P8z68 V-Pro/Gen 3

GTX 1060 3Gb 

16Gb RAM @ 1600Mhz

500 Watts CoolerMaster power suply

2HDD's one for the OS and the other for games and programs

 

Also: It seems like i can't reach 4.5Ghz stable with even with 1.35V, am i just the unluckiest man alive or is there any problem?

Might be a good idea to get an SSD not only for performance but also for boot times etc.

Sadly, in my country, SSD's prices are too high.

a while ago i had in mind buying a SSD but it's out of reach, taking account that i need a 512GB one (i have occupied in my actual HDD like 350GB)

Fair enough, might just have to save up or wait for the prices to drop.
