How do you know when a PSU is failing?

What are some common symptoms?
What are good methods to test a PSU for those that don't have a selection of PSU nor components to test with?

 

Any other advice?

Check the voltages in the BIOS,  The 12v should give 12v and 5v should give 5v and 3.3 gives out 3.3v  Or you can check with speedfan or Aida64 as well if you prefer to be inside OS for doing this. If the 12v says 11.xx then you might be in trouble...

However, if your not getting any crashes or instability your voltages will be just fine.

You whip out your oscilloscope and multimeter, and measure the ripple and the voltage regulation. 

Randomly failing components can be due to the PSU being crap or failing.

I have only a multimeter. 

 

Do you have a guide to testing a standard PSU & the measurements I should have?

The voltage spec is ±5%, so make sure the voltage doesn't change by more than 5% from idle to full load. If you don't have components to test with, and don't have a load tester, you can't really do that, though. 

You could look through the PSU's grille, and see if any of the caps are bulging.

When you computer starts giving BSODs and shuts off by itself then the PSU is dying.  As long as your stable no need to worry about PSU and what not.
