how to use hdds in different pc as local disks?

Why not do a steam cache server? Run the games you want to play on your local machine. If you want to play another one in your library, you can pull it from your cache and remove others than you are done with for now.

All the games I play store their saves on my LOCAL storage. Not cloud storage. I am also not willing to download and redownload games. If I wanted to do that, I would just use my gigabit internet to download it without using a caching server. Most of my drives are slower than my internet (All but 3 of them are 5400RPM or 5900RPM, and most are SATA-II)
