Yes it is, but use an offset voltage instead of manual voltage to allow the cpu to drop voltage when not underload or under light loads.

You should only need 1.1-1.24V to run stock on a 9900K depending on how bad/good your chip is.

That's pretty normal. Most boards depending on LLC will readout slightly higher to slightly lower than what's set.
