You need to go into msConfig > Boot > Advanced options > Number or processors.
Check the "number or processors" and manually select from a drop-down the number of CPU cores detected by windows.
Note the 9700K is hyperthreaded, so you will need to select "12" as the number of processors even though there are only 6 physical cores present. Windows can't really tell the difference between a core and a thread at startup so select "12" as the number of processors.
Reboot.
Now you should see all 6 cores 12 threads available.
9700K is not hyperthreaded.
