Is there any possible way to run Mac OSX 10.14.3 twice at once with their own respectable displays by throwing dell docks or something else to make display outputs. I would need to know a way to virtualize some of the higher end Mac Mini's for my office. Thank you.

I'll start by saying I don't recommend this in the slightest - mac minis are underpowered and poorly cooled, running two operating systems at once is asking for trouble.

 

With that said, you could try running a KVM based hypervisor (e.g. unraid or CentOS if you feel like configuring things by hand) and a couple of MacOS virtual machines on top of it; at that point you could pass an external graphics card through to each VM using vfio.
