Is that the budget limit?


Some things to consider:

 

1. If you're getting a dedicated GPU, spend a bit more and go with a 1600 secondhand or a 2600.

2. Since you're getting a dedicated GPU, the RX 570 is way better than the 1050, without much price difference.

3. You want dual channel fast memory, if you can.

4. If you can swing it into the budget, a $20 120GB SSD goes a long way as a boot drive.

5. If you can, try to get a better PSU.

He should definitely get 16GB of RAM and a SSD instead of a hard disk drive.  That will bottlteneck your CPU using a hard disk with 8GB RAM.  Grab a 280x GPU as it pretty much destroys a 1050 2GB and what not.
