note that this is 2yrs old and r7 1700 / 1700x /1800x all overclocks to a very close level 3.9~4ghz

Is there a reason other than price you're debating on a 1700x instead of a 2700x?  What's the overall plan for the build parts wise?  We can help you plan better if we know what all the parts are & maybe point out where you could get better parts for a similar price.

1700x is a very good processor, and you have a lot of upgrade routes, though I would look to Ryzen 2 first.
