AMD Relive Audio Buzz

While recording in Audacity or FL Studio 12 my microphone quality is perfect but when using AMD Relive it sounds horrible.

It never used to make a horrible stutter and buzz noise but only started yesterday. I have tried every setting for encoding and bitrate and quality but can't get it to work.

Mic: Shure SM58

Amp: Focusrite Scarlett Solo

Edit: I also just changed from an AMD RX480 to an AMD RX Vega 64 and noticed that FPS constantly drops when recording
