Help with GPU?

I have an issue where my monitor within 30 minutes of booting into Windows, I either get a blue screen, computer freezes, very glitchy, or there are transparent x's and o's on my screen. It happens whenever GPU intensive things are happening, it does not occur when stressing the GPU. My GPU is an RTX 2080 from MSI, when I try my other GPU, GTX 770, I get a total blue screen and nothing else. Is this a GPU problem or something else?

16gb 3200mhz gskill ram

ASUS rg strix x470-f MOBO

Corsair rm 750i PSU

MSI RTX 2080 gaming x trio

I would try booting in safe mode, the blue screen seems suss

this does not explain why my backup GPU, which worked on my last build, also does not work.

Static discharge.

 

The other possibility is a failing PSU AFAIK.
